Master Lease Program

Tenderloin Housing Clinic leases 15 Single Room Occupancy hotels and owns the Galvin Apartments. (For information about specific properties see Property Management).

To qualify for placement in a master lease hotel, potential tenants must be homeless, have a qualifying income and must be referred from an approved source. Below are the specific criteria for potential tenants.

    C.A.A.P. Recipients

    Any client who is active and listed as homeless with their County Adult Assistance Program (CAAP) worker is eligible for housing. You can check with your CAAP worker regarding housing opportunities and your priority for a housing referral. Your CAAP worker is the only person who can provide you with this information.

    SSI/SSDI/SSA/VA Recipients and Qualified Low-Income Working Individuals

    You must stay at a qualified emergency shelter (MSC South, Next Door, Hospitality House, Episcopal Sanctuary, A Woman’s Place, Larkin St., or Dolores St) and be working with a shelter case manager for at least 30 days to qualify for the Master Lease program. After working with your case manager for at least 30 days, they can refer you to the Tenderloin Housing Clinic. Your shelter case manager will provide you with a referral form to bring to the Tenderloin Housing Clinic. You will also have to provide proof of your income. If your income is CAAP you cannot be referred through a shelter.

    Agency Referrals

    Certain community agencies in San Francisco are able to make occasional referrals to the Master Lease program. If you are currently working with a case manager, you can ask them if they are authorized to refer to THC’s Master Lease program. If your income is CAAP, you cannot be referred through a community agency. You must be referred through your CAAP worker.

Master Lease Programm
